The Engineering Bureau consists of two Sections:

The Electrical Engineering Section which performs analysis and provides expert testimony on issues related to electric utility companies, including plant design, specifications, capacity, reliability, depreciation rates, utility expenses and certificates of public convenience and necessity. This Section contributes to the development of the cost of service and revenue requirements of rate cases, and evaluates various filings including fuel and plant cost and affiliate transactions. This Section is involved in the development of regional transmission and reliability issues, and monitors and participates in organizations such as DOE, FERC, WECC, NERC, CREPC, and WIEB. 

 The Gas, Water, and Wastewater Engineering Section performs analysis and provides expert testimony on issues related to natural gas, water and wastewater utilities, including plant design, specifications, capacity, reliability, depreciation rates, utility expenses and certificates of public convenience and necessity. This Section develops rate base, and provides input to the cost of service and revenue requirements portions of rate cases. This Section also evaluates various utility filings, including fuel and plant costs, and affiliated transactions.

 Please note that Mutual Domestic Water Users Associations are formed pursuant to the Sanitary Projects Act, NMSA 1978 Sections 3-29-1 thru 21. Our agency does not regulate such entities for rates and services.
